Where Is the Tail Collector? He is in a cave near the town of Mythril. You will need the Hovercraft to cross the shoals. If you don't remember where Mythril is, go to Mount Ordeals and head north. There is a string of tiny islands. The town you come to in the set of islands is Mythril.
