For most planets, the best you can ever hope for from Byzantine Bureaucracy is a net wash. This is simply untrue. While you will need 1 extra bureaucrat for every 5 bureaucrats not on a bureaucratic center, those 6 bureaucrats will be giving you +6 stability.

An Ecumenopolis is a city that spans a whole planet. Think Coruscant from Star Wars or Arkon II & III from Perry Rhodan. You need a special technology and an ascention perk to be able to convert a planet you have settlet and filled to its maximum with housing and/or industry districts into an Ecumenopolis.
