There is no build that struggles with blight. Sometimes rng bashes your skull in with tower placement, but every single build at level 70 can do tier 16 blight map with 2 ring anoints. Just test it out, you don't even have to hit mobs.They aren't particularly rare, you just don't find them unless you take the atlas passive that allows them to drop. When I did blight this league, I got approximately 1 in every 5 maps. All the ring amounts are worded "your towers", so presumably ones you build initially (not upgrade). I think you are right. The player doesn't build the towers, Cassia does. My guild and I have noticed that she follows the map owner around. The rest of the party can assign towers, but the map owner has to bring Cassia over to build them.
