No you cannot use legendary crafting to get it. you can only get it from ally quests at an absurdly low drop rate. 1 - it needs to drop a pepper shaker so 1/200 chance. 2 - it needs to be at least 2* (2/3 chance) 3 - it needs to have explosive as the second star 1/9 chance.

I use Stabilise Perk because my Pepper Shaker rolled as Anti-Armor, FFR, and Faster reload. I use a dual barrel and plasma magazine and it hits hard but it really depends on the range of the targets.
