You can obtain them from nearly every boss scattered around the map, shaggai beasts that are found in the center of the map and spawn within the maelstrom, or even from the enemies you can summon at the Pool of the Grey Ones at J4. This is why in Spitah, brimstone is common place and even fond along the newbie area of the beaches. Getting steel is pretty basic. You should have to explore every single region of the map from top to bottom before you can first get steel.
