Kubota tractor not starting.
That's a signal problem of the rear PTO shaft switch. If the wiring harness isn't connected or loose, the starter won't even crank. Same with the little switch on the left rear Fender, if there is one. It also can be a defective switch. Sometimes those switches are a bit tricky, when there are new.
Connect one end of a jumper positive cable to the nut on the side of the starter where the big wire connects. Unplug the smaller wire on the starter. Turn the key to ON and touch the other end of the jumper cable to the spade terminal where the small wire was connected - it will pull in the solenoid which will run the starter.The interlocks or handles for the PTO need to get wiggled to make a clean connection. With my tractor the voltage drop going thru all the safety interlocks and wiring, then finally to the starter often resulted in drop of several volts. PTO, Clutch pedal and HST Pedal (if HST) can all have safety switches, make sure PTO is off, sometimes engaging and disengaging the PTO will reset the switch.
