If you mean legendary effects: Bloodied if low health, Anti Armor for low or high, Vampires is also excellent on it. 50crit if you're a madman using it in VATS, 25FFR free aim or vats, 25aim is decent as well but not as good as ffr. 25vats in vats, 15% faster reload or 50% break slower if not.

You WANT it to have the 'reflex' sights AND a stabilized stock (or really any rifle stock, NOT a pistol stock)EPFs are ammo hungry beasts. If you find it easier to farm regular plasma ammo go for the capacitor mods (improved crit shot tuner for vats users, improved hip fire if you’re more free aim). Yup, the important things on dropped enclave rifles is the reflex sight and the stabilized stock. After that, you enter different markets. Some people like the automatic barrel, some people like the splitter barrel, but most like the flamer barrel, and if they are very choosy and don’t want the stabilized flamer, they can cough up the 30k caps and get the mod.
I just got one (aligned flamer barrel) from one of those vendors but it's a rare mod of course and you can server hop for hours on end trying to get it. Even the other mods aren;t always for sale there but you're correct about those two Watoga vendors as the go to places for these mods.
