Once leveled, run the mower over the grass to check whether the problem is solved. If not, repeat the process until the issue resolves. Probably need to raise the rockshaft all the way to take the weight off of the lock. I believe that most of these height knobs/locks will not move when the weight of the mower deck is resting on them. Just make sure its lifted all the way, then try to move your knob.
