The AI will not fill up planets, if the planet has everything it can do for that designation it will stop there. Also it's generally a good idea to manually set the designation of a planet if you turn on automation. The automatic designation can be weird and lead to very unoptimal build queues. One of the mods I use, probably Dynamic Political Events, sometimes gives me a temporary Planet Modifier, lasting a few decades, that might give +15% or +25% Unity from Jobs. It’d be nice to be able to pick a Planet Designation to more fully exploit that. A newly colonized planet has a -50% pop growth malus, that is removed when you upgrade the reassembled colony ship. So the colony designation just helps counteract that, for pop growth it's always better to upgrade and get rid of that malus. The possible exception is in hive worlds. Since you don't get a malus.
