It really depends if ur friend enjoys using the middle tree or focusses on other skills. (Legendary) Anarchist is probably the best one in any case as it flat out boosts gun damage. I always recommend Anarchy because it gives a huge damage increase for only one point. If you don't like the accuracy loss there's always Discord to burn off excessive stacks. Good points for the developers who made this part of the game bullet proof. The "issue" is not with Gaige or accuracy, but your expectations and the way you play her. Discord, while active grants +65% accuracy, +25% fire rate and +3%/sec HP. While you are bleeding anarchy stacks, you are a killing machine.

Shock and Aargh. Is pretty much only visual pollution and a great way to set off any barrels near you. Did not look further at the build. The only sensible way to run an Anarchy build is to go full in to Nth Degree 5/5, Close Enough 5/5, Preshrunk Cyberpunk 5/5, then literally any other skills you want.
