Turn the key 1/4 turn clockwise, plug falls out into hand. The notch to hold plug into bumper seems weak to me and could easily slip, causing the two dogears not to line up for removal. I believe this is your problem. Inner key cylinder should turn freely without turning outside housing.

MB. IN this thread, OP was asking about the key for the Lariat. The Lariat is pushbutton. The intelligent FOB has a spare key in the case to unlock the door and/or use for the spare tire. A person without a push bottton start would already have a key with them to start the vehicle, therefore they don't hide a spare key with the non intelligent fob.

While it does"fill the hole" it really isn't a very secure solution. It only takes removing the E-Clip (L) from the assembly to take it our of the bumper cover sans key.
