Reason being it will never reach the absurd Bleed buildup of a Blood Infused regular Twinblade or the absurd weapon art of Rivers of Blood. Weapons requiring somber stones don't get good IMO until at least +6, but more like +8, but you need to have Arcane at least at 45 (with or without White Mask).

To be honest I wouldn't even use rivers of blood anymore, I'm currently dual handing the godskin peeler and twined knight swords, both + 20-ish with sepuku on both, and they shred anything that bleeds. Just make sure your using the LB/L1 while jumping for max effect. Rivers of blood will hit harder, but eleonora's procs multihit talismans and bleed faster because it double hits per r1.. running r2 is real good also btw. A good alternative to the above-mentioned strategy in NG (since you can only get one Godskin Peeler per NG-cycle) is a Blood Godskin Peeler and Eleonora's Poleblade, dual-wielded, fully upgraded. It cannot be buffed so base damage is pretty lame with a rough 540AR at 50 Dex. However the Ash of War, if you can actually land it on players, mobs, or bosses, absolutely shreds. Other than that it's a pretty basic katana. Poleblade is very nice for people who like having a super powerful ace up their sleeve with the weapon art. The charged R2 is also quite good for bleed procs. Honestly, ER does a very good job with build diversity. 95% of builds feel great--I keep finding myself switching up my weapon loadouts, without even respecing.
